Cambodia’s national oil spill preparedness framework remains largely in progress, with a 2005 draft National Contingency Plan that has not yet been finalized, and no provincial contingency plans or national stockpiles established. Spill management is led by the GDWMP under the Ministry of Public Works and Transport, supported by the inter‑ministerial Committee for Oil Spill Response (COSR) and the National Committee for Disaster Management, while the Incident Management System and reporting processes remain only partially defined. 

Key technical policies, including dispersant use, NEBA/SIMA, in‑situ burning, offshore and shoreline response strategies, oiled wildlife response, and waste management, are all still under development, with only sensitivity mapping completed under the Gulf of Thailand Agreement. However, the mapping is only completed for Preah Sihanouk province and does not cover the entirety of Cambodia’s coastline. Furthermore, this sensitivity mapping project was conducted in 2013 and is largely outdated due to Cambodia’s coastline development over the recent years.

Dispersant use is guided by a 2009 policy that permits application beyond 10 meters depth and 2 nautical miles from shore but requires consultation with the Ministry of Environment unless human life is at risk. A subregional dispersant guideline adopted by the Gulf of Thailand Agreement littoral states can also be used.
