GI SEA was established in 2013 under the wider Global Initiative umbrella, a joint initiative between the IMO and Ipieca
The Global Initiative
Launched in 1996, the Global Initiative (GI) is an umbrella programme under which governments, through the International Maritime Organization (IMO), and the industry, through Ipieca, work together to assist countries in developing national structures and capability for spill preparedness and response.
Since then, the GI programme established regional projects to target vulnerable and high-risk areas. Founded in 2013, GI SEA is the youngest of the three current projects, targeting Southeast Asia and ASEAN member states.

Strengthening marine oil & HNS spill preparedness in Southeast Asia through government and industry collaboration.

International Conventions
Guide ratification of key international conventions related to marine oil & HNS pollution.
Preparedness
Assist with the development of preparedness systems at a national, subregional and regional level.
Agreements
Support and strengthen bilateral, subregional and regional agreements within Southeast Asia.
Good Practice Guidance
Promote the use of international good practice guidance and standards within the region.
Our approach
Collaborate closely with the IMO and technical partners to organize and facilitate capacity building workshops.
Attend key events and exercises to provide support and promote good practice guidance.
Enable government and industry collaboration through technical events and knowledge sharing platforms.
Our strategy
Fully steered by the project’s steering committee consisting of IMO, Ipieca and our industry members, our 2026 strategy focuses on Visibility, Membership and Partnership.
