What is the GI SEA Project?
GI SEA Project is the abbreviation for the ‘Global Initiative for Southeast Asia Project‘. It is a regional project established under the Global Initiative Programme of the IMO and ipieca in 2013.
What is the mission of GI SEA?
Our mission is strengthening marine oil & HNS spill preparedness in Southeast Asia through government and industry collaboration.
What is GI SEA's geographical scope?
GI SEA covers the region of Southeast Asia, primarily the member states of ASEAN.
At what preparedness level is GI SEA involved in?
GI SEA works at a national, subregional (including bilateral) and regional level. This gives us a holistic approach to the region’s preparedness.
What are the key areas of work for GI SEA?
GI SEA focuses on four key areas of work.
Firstly, we guide ratification of key international conventions related to marine oil & HNS pollution.
Secondly, we assist with the development of preparedness systems at a national, subregional and regional level.
Thirdly, we support and strengthen bilateral, subregional and regional agreements within Southeast Asia.
Fourth, we promote the use of international good practice guidance and standards within the region.
What are GI SEA's main approaches?
We focus on 3 main approaches.
Firstly, we collaborate closely with the IMO and technical partners to organize and facilitate capacity building workshops.
Secondly, we attend key events and exercises to provide support and promote good practice guidance.
Thirdly, we enable government and industry collaboration through technical events and knowledge sharing platforms.
How is GI SEA funded and governed?
GI SEA is funded by our industry members, who contribute through an annual membership fee for the project to enact its mission. The same industry members have a representative sitting in the project Steering Committee to direct the work of the project manager alongside the IMO and Ipieca.
Can I be a member of GI SEA?
Absolutely. GI SEA welcomes members from across the energy and maritime sectors, including oil producers, shipping companies, and organizations operating throughout the upstream, midstream, and downstream supply chain. The more support and funding the project receives, the more positive impact it could bring to the region’s preparedness.

Is GI SEA a spill response organization?
No. Unlike local oil spill response organizations or international spill response organizations like OSRL, GI SEA does not provide response services such as manpower and resources during an emergency situation.
GI SEA focuses on preparedness and contingency planning.
How is GI SEA different from Ipieca?
Ipieca is the global oil and gas association for advancing environmental and social performance across the energy transition. They develop global good practice guidance through industry alignment. They focus on more than just marine spills – covering sustainability, climate, nature and people.
GI SEA, a project under Ipieca and the IMO, focuses specifically on marine spills in Southeast Asia. We utilize the resources produced by Ipieca and implement this at a regional scale. GI SEA also heavily focuses on government engagement, whilst Ipieca focuses on industry alignment.
Is GI SEA a for profit entity?
No. All funds received from our industry members are directed to enacting the project’s mission. All work is governed and approved by the Steering Committee.
