The Philippines runs a multi‑tier national spill response system led by the Philippine Coast Guard (PCG) through MEPCOM and the National Operations Center for Oil Pollution (NOCOP), with 24/7 contacts at NHQ‑PCG, MEPCOM, and NOCOP for rapid activation. Tiering scales from spiller‑led Tier 1 to PCG District Tier 2, up to national Tier 3 with NOCOP mobilizing inter‑agency and regional (ASEAN ROSCP) support. A revised NOSCOP was promulgated in 2019 and a draft National Contingency Plan for Oil & HNS (NCP‑OHNS, 2025) formalizes ICS/Unified Command, cluster coordination, NEBA/SIMA decision‑making, shoreline/wildlife/waste plans, and claims.
 
 In-situ burning is not a recognized response method due to constraints by the Clean Air Act.
