Brunei Darussalam maintains a structured national oil spill preparedness and response system, led by the Maritime and Port Authority of Brunei Darussalam (MPABD), which serves as both the competent authority and the 24/7 spill notification point. National readiness is governed by the National Oil Spill Contingency Plan (NOSCOP), supported by a formal National Response Team, ICS‑based Incident Management structures, and a national stockpile located at Muara. This framework is strengthened by regular Tier‑2 and Tier‑3 exercises, most recently in 2025–2026, which tested whole‑of‑government coordination between MPABD, the Royal Brunei Armed Forces, Brunei Shell Petroleum (BSP), and international partners such as OSRL and the Global Response Network.
